Abstract

The Public Safety Act raises serious questions about the legal basis for law and governance in Kashmir on both adults and juveniles. If the principle of legality is derived from clearly defined statutes, legal procedures and the rule of law, the Public Safety Act gives wide powers to the government to arrest any person without any reason.
